Understanding contemporary conflicts in Africa remains directly dependent on the approaches employed to decipher or interpret them. This article first examines the bias of conventional approaches (inherited from the Cold War) and then those of a series of supposedly “newer” approaches. Relying primarily on West African examples, it offers a brief overview of current knowledge, issues, and avenues for research, based on three apparent characteristics of a “new generation” of conflicts: the regionalization of wars, the privatization of violence and security, and the recourse to extreme forms of brutality. These three major trends bear witness to a rapid transformation of war and armed violence over the past 20 years, but they are not sufficient to establish a radical historical break between “old” and “new” conflicts in Africa. By concealing elements of continuity a priori, the most influential “new” approaches actually make it impossible to ponder their own limits. To that end, fashionability and struggles for influence within the Africanist field play a major role in perpetuating dominant, sensationalistic, or simplistic (and invariably incorrect) portrayals of African conflicts.  相似文献

In the Swapping Problem (SP), we are given a complete graph, a set of object types, and a vehicle of unit capacity. An initial state specifies the object type currently located at each vertex (at most one type per vertex). A final state describes where these object types must be repositioned. In general, there exist several identical objects for a given object type, yielding multiple possible destinations for each object. The SP consists of finding a shortest vehicle route starting and ending at an arbitrary vertex, in such a way that each object is repositioned in its final state. This article exhibits some structural properties of optimal solutions and proposes a branch‐and‐cut algorithm based on a 0‐1 formulation of the problem. The structural changes inside the French innovation system have impacted the role of defense firms since the late 1980s. Major changes have affected the defense budget and public R&D funding system in particular. The aim of this article is to understand French defense firms’ repositioning within the National Innovation System (NIS) based on an analysis of their R&D behavior over a long period of time (1987–2010). We show that French defense firms remain major players in the NIS and faced up to these major changes by adapting the funding of their R&D and their research priorities and rolling out new innovation capabilities. Additionally, they developed new innovation models to take advantage of new collaborative partnerships developed for civil and military markets.  相似文献

This article develops a mathematical model and heuristic algorithm to design recreational boating mooring fields. The boating industry is important to the Florida economy, and boat storage is becoming a concern among those in the industry. The mooring field design problem is formulated to maximize the total number of boat feet moored in the mooring field. In the model, we allow two adjacent moorings to overlap, which introduces a risk that under certain conditions the boats on these moorings could contact each other. We identify the conditions when contact is possible and quantify the probability of contact. The mooring field design problem is formulated as a nonlinear mixed‐integer programming problem. To solve the problem, we decompose it into two separate models, a mooring radii assignment model and a mooring layout model, which are solved sequentially. The first is solved via exhaustive enumeration and the second via a depth‐first search algorithm. Two actual mooring fields are evaluated, and in both cases our model leads to better layouts than ones experts developed manually. The mooring field design model rationalizes the mooring field design and shows that in one case by increasing the risk from 0 to 1%, the mooring efficiency increases from 74.8% to 96.2%. © 2009 Wiley Periodicals, Inc. ABSTRACT

Increasingly, academic research in conflict-affected contexts relies on support from humanitarian organizations. Humanitarian organizations constitute sites of study in and of themselves; they partner with academics to roll out surveys or randomized program interventions; and they frequently facilitate security, logistics and transportation for independent researchers. We use a research partnership between IRC, the World Bank, and academic researchers in the UK, the US and eastern DR Congo, to explore the effects of humanitarian affiliation on conflict field research. In investigating when, how and under what conditions humanitarian identities are adopted by researchers (and how these affiliations shape research dynamics) we identify three paradoxes. First, “wearing humanitarian clothes” to facilitate research logistics can both facilitate and constrain access. Second, humanitarian affiliations invoked by researchers to ensure security and protection in volatile research sites can undermine the “insider” status of local staff. Finally, working through humanitarian organizations allows local and international researchers to benefit from the protections and privileges afforded to humanitarian employees without providing any of the services on which privileged access rests. In this article, we map out decisions faced by local and international researchers concerning when to adopt and discard humanitarian identities, and the fraught logistical, ethical and methodological consequences of these decisions.  相似文献
